    If you are not doing professional photo editing for a big company, GIMP has more than enough tools to help you achieve what you want to do. There are also plenty of tutorials on internet.

    Well, Adobe Photoshop is the best for photo editing and creating web graphics, IMO (pretty much the industry standard). It's a wee bit pricey, but definitely worth it.
