I don't think it's just the fast leveling but also the access to this gear. Considering low-mid level gear is overpriced(at least in my server) since no one really makes it, it's just not worth it to buy. Also since leves don't give gear that often, and monsters barely ever drop gear, the want of getting low-mid level gear isn't really there.
