Yo-kai NPC not showing up

I created a new character and completed the MSQ line with the mog-station potion. The Yo-kai NPC, however, is nowhere to be found. The event runs through November 1st so he should be here and I have completed it on a previous character, so not sure if it is due to timing or how this character completed the MSQ. Can someone look into this, please?

Where are you looking? The Yo-kai quest starts in Ul'dah, just outside the teleport. After that it sends you to the Gold Saucer.

Yes, I have looked there - double checked coordinates too. As I said, I've already completed it on my main character so I have done it before and picked it up in Ul'dah only last month. Not sure why it is not showing for this new character other than how I skipped the MSQ requirements.
