I get what your saying here. Even on Balmung some wards can be rather dead. The ward I'm in, there a large FC house next to mine and I see about a whole 3-5 people from that FC standing about. Me on the other hand, I live in my house with a good friend that I play with. It the only place the both of us warp to and sit in. We rarely go to our FC house. We prefer staying in our own house and using it. So yea, some people have a house and rarely ever touch it and maybe them people have it just to say, "I have a house." and whole status thing, however, there are the few of us that use it ever day of almost every hour.

Can't say why SE thought this was such a wonderful idea. This has to be the poorest idea on SE and Yoshi part. I've said this once before though and I'll say it again, I bet anything this has to do with console limits. Even after PS3 was dumped. I can't find any other reason behind it other then that, really old god damn servers they are using, or SE just being lazy af. And since they don't want to give us a real answer on what the problem is, anyone guess is as good as the next.
