Housing: there has to be a better way

My FC has a small house now but I'm hoping to upgrade to a large if I can get into Shirogane fast enough. Opening housing to individuals instead of just fcs is a huge part of this problem. With the shortage of housing it would make more sense for the houses to be fc only and individuals can get an apartment. It would be really nice if some sort of ban was imposed on reselling. Perhaps simply by putting a 45 day stop on leaving a house you just bought? Also a 45 day wait between buying houses would help also.

This does nothing but alienate a portion of the player base, therefore solving...nothing. The ban on reselling I could get behind though. Ideally we should have an option for doing so that's not against the ToS, but whatever works.
