Usually the magic number is 3 not 4.4 is the magic number in any AoE situation. If the count is 4+ then using your AoE skills is recommended. 3 or less its better to cycle through enemies.
There is however one exception to this rule, Bard. Bard should always cycle through the enemies and apply their DoTs while using their songs and filler skills. Instead the enemy count is use to determine the songs to be played first. Less enemies Wanderer's Minuet, more enemies Mages Ballad. And use Army's Paean, as needed/filler.

The main reason it's 4 is because of the Damage/Time/MP/TP ratio. At 3 enemies the damage and mp/tp usage usually evens out with the time maybe being a bit more than focusing enemies down one by one. 4 gives you the best advantage to using AoEs over single target skills. 3 is the middle ground where it doesn't matter and could be up to the players preference. But of course there are exceptions and variences, like Samurais Iaijutsu, Ninjas Doton/Katon and Frog, Paladins Circle of Scorn, Bards Rain of Death, etc, from a strictly AoE point.
I like helping people with their Job ideas, it's fun to help them visuallize and create the job they'd like to play most. Plus I make my own too, I'll post them eventually.
