Can we make having a house built within X time a must?

So it's been my third server that I experienced this. Basically, all the plots are taken up and there are no houses built. These are not new servers either. (Fun fact, Omega had them built, which was a way newer server.)

Anyhow. A plot without a plot serves zero purpose besides showing other players the middle finger. Could SE make house building a must? The grace period could be maybe 7 days or something... But this is ridiculous that people and FCs cannot have a plot + house because people just felt like they have to ruin other's fun.

Ps.: Indeed it is a valid argument that you take up a slot so you build a house later. But I was also in the same shoes and I solved this pretty easily. Purchased myself a Small plot - that I could afford. With the new system in place, the plots would free up more often. So in case an FC or person had enough in bank, they could simply "move" once they have the next amount.

Are you looking at Shirogane? Because you can't buy the plots there yet, they're all empty.

Is it really so big a problem that plots are purchased without a house being on them? Building permits are fairly cheap. And as mentioned, there already is a timer.
