I believe the goal of level sync'd dungeon content is a way to "force" people helping lower level people get their dungeons done. It is much easier to match someone who needs sastasha done for their story quests when you have the entire playerbase in the pool (leveling queue) of possible allies. This stops people, especially low level DPS, from getting blocked on the MSQ for hours waiting for a dungeon queue.
