I am going to let you in on a secret: The whole damn game is virtual. Content is anything that is added to the game. Dungeon? Content. Raids? Content. Furniture? Content. PvP maps? Content. Hairstyles? Content. Do I need to go on, or has it sunk in yet? I get that there are things you don't care about, but not for a single second does that make them any less relevant as content.
There is a world of difference between "nothing/not much is going to be added in this patch that interests me" and "there is nothing going to be added in this patch". You speak for yourself and only yourself, please stop trying to speak for everyone else.

At least on the populated servers there will be a mad rush on getting those plots, barred only by the log-in queue. So, assuming everyone who gets in at once is trying to get a house--rather than the house hunters getting stuck in queue while everyone else gets in first--it will seem like Savage content for five to ten minutes. If only a few hunters get in at a time, then the houses will just be bought up, and the would-be hunters wouldn't even get to participate in the one thing they logged in to do that early morning.
So, you know, you're free to have an opinion as to whether or not that's content, but you can't decide as such for everyone else.
Just because you don't consider it content doesn't mean everyone else does. Many players are very interested in housing and furnishing. Its just such a shame that not everyone is able to explore it because of limited slots.
