You are missing the point of ultimate though. There are two kinds of player when it comes to raiding, those that clear everything quickly, and those that don't. For the players that don't clear it quickly, omega lasts for the entire content cycle and is still active content available in 4.1 (i.e. they will actively subscribe to do it), for raiders who have beaten it and are 340 (the Dev team have tuned the content for this to be possible right now for even the most midcore of raider), there is literally no more content, the game is complete and there is no more progression. You can say that there are other theme park attractions to do, but talking purely from the vertical progression ladder, it is finished, and there is no more reason to keep playing.

Ultimate savage is the best of both solutions to raids being beaten quickly. It provides raiding longevity for those that have beaten the raids, while not upping the difficulty of the actual raid (like gordias did). For those that aren't at the level of ultimate, it isn't wasted content, but rather a content ceiling that while they might never access it, shows a far larger investment to the top of the ladder than what we have now, and (forgive the pun) represents the ultimate final challenge of the battle content.
