To be honest, a large part of the problem is the community itself. Clear rates over on the Japanese servers are higher even for tough content since they PUG a lot of stuff in a way that is efficient and driven by patience. New blood is valued. Over on the European and North American servers, though, it's the opposite. People do clear but there's a lot more impatience, bickering and unreasonable demands. New blood is seen as a burden, so there's a significant number of players who would like to do tough content but can't because they simply can't find a decent, reliable static, their friends aren't interested in raiding or they just have awful luck with PUGs. I'd love to do the higher floors of POTD, for instance. I did, twice - and got to 170 and then 190 before my group fell apart. Getting people to try and do it is a real pain and it's not for lack of effort in searching, either.

If people want the developers to create more tough content then there needs to be a major effort to bring about a culture shift that places a higher value on new blood and encourages more players to be introduced and guided through it.
