Rather than hamfisting a way of getting abilities early for over-levelled people, the easiest solution is just to change the scaling of when you get the abilities in the first place. Lower levels are now really sparse in terms of abilities, and conversely there are abilities that you gain at 70 for some jobs that are so essential to it that when synced down the job seems like a shadow of what it should be.
