Can you lock out the lvl 70 trial/dungeons by making people actually do their job quest at 70? I know the skills for some classes are optimal to use, like WHM one where there is no really heavy healing needed, but for example DRG get's nastrond and it does a huge chunk of damage for them in dungeons and end game. There are plenty of people who never did their job quest. It's getting really bad, how many players I meet in lvl 70 dungeons expert roulettes with their lvl 68 weapons and I ask if they even did the quest and they say no.
