    This looks to be the case. Very odd design decision - I can't think of why they wouldn't have macro commands for feast quick chat. It doesn't prevent spam or anything. Best I can think of is that they just didn't want to spend the resources in adding macro support. Makes sense when we consider that they spend minimal resources on PvP as whole.

    There's a good chance they simply used the macro system to make the quick chat actions, in which case you couldn't macro them because they'd be macros themselves and you cannot macro macros.
