    It will be not harmful all duties have the min il requirement. You even can use that to let players know about hall of novice before going into Sastasha.

    There also is a MSQ quest that will teach you the importance of gearing properly but I guess people just skip text and go on.

    That or they might be leveling a second (third, ... ) class and just cant be bothered to get new gear - neither of those is a good reason not to gear up properly and waste other peoples time.
    So I'm all for certain ilvl restrictions - they dont have to be crazy high, but them 15-20 ilvls below the stuff that drops in the dungeon and that should be fine
