Not really, highly doubt it, as I see them in dungeon gear. Like full dungeon gear, this doesn't only happen to people who have 1 job at 70 but multiply jobs as well. Square needs to do somethng about it.
I think they will just say that it is the players responsibility to ensure their gear is up to par(and yes, I've been in parties - could be a healer, tank, or DPS - where someone, or multiple people, haven't had gear that was close to the dungeon we're in - such as level 65 gears in Ala Mhigo). While it would be nice if they were able to lock it away like that, I highly doubt it will ever happen.

There's no reason not to enforce a bare minimum of gear. It's not like you can't easily obtain adequate gear from the vendors or anything, after all. Sure, NQ white items aren't great, but I'd rather be stuck with someone that has a full set of 115 NQ gear in the Vault than someone who's still half geared in lvl 40-50 random drops.
But I guess just kicking those players until they get the hint that it's unacceptable works too.
If the gear system wasn't so convaluted you'd probably see more people in relevant gear.
Legitimately curious on that. What do you find convoluted about XIV's gearing for relevance? I mean, generally speaking, higher stats = better. A need for specific type of stats is not at all a thing for most non-Savage+ content. The games restrictions on jobs that can equip gear that isn't for them is minimal now. There's only a few secondary stats to actually think about too, which again, is not even needed for the majority of content to be nit picky about.
I'm not referring to the gear itself. I mean how you get the gear - different vendors, multiple types of tomes, various tokens (sometimes you're visiting 2 or 3 different vendors for one piece) - and at no stage does the game give you any clue about where to find the gear, or how the system works. Then they swap it all around, change tomes, move vendors. After you've been doing it a while you get a feel for how it's going to work, but when you stop and think about it its not very obvious, particularly to new people just starting the gear grind.
Its not about them being lower or not it's about some classes have really great 70 skills too.

May sound bad but i judge alot by the first pull. If the DPS is horrible I'll check the gear, and if its sub-par then I will drop the group. Ide rather go craft, mine and stuff like that then takes 25+ minutes on an easy dungeon because the group is plainly bad.
Also require a job crystals be equipped for all content post 30 (starting at Brayflox).
I think they should just lock you out of gaining any more experience until you do the Job quest. Can even have the level 30 class quest immediately upon completion offer a quest that takes you to the npc that starts the Job quest. Then lock the level 30 job quest behind a minimum item level.
