This issue is something I only see when there's lag. Doesn't happen often, mostly during the summer when everything's hot. But this is exactly what it looks like. May want to check your connection. That said, some people do sprint and suddenly stop, whether it's to look at something or open a menu. So you might be seeing that, too. I do that myself.
