OP, please do what others have already asked and provide a screenshot of what you are (wrongly) doing.

Doesn't listen to any advice or comply getting issue resolved...
I checked on my alt with Stormblood access, but hasn't started it, and they are all available to purchase, from the OTHERS Tab.
This may or may not help, but I was collecting seals for the HW maps. My hubby was able to purchase the riding maps but I couldn’t find them in the menu. He looked at what I was doing and sure enough I was in the right place. Couldn’t work it out why they weren’t there. Turned out I had to complete HW (I believe prior to the patches, but could be wrong) before the maps showed up. Can’t rightly say why they were showing up and then not showing up for the OP but maybe it’s something he needs to contact a GM about - guess it could be some kind of bug perhaps?
Look op not coming back. He either gave up troll attempt or went to get screenshot and realized they were there all along and is now too embarrassed to come back.

First and foremost, my apologies to the forum as I was attempting to refrain from typing things over and over again. When you say you tried something and everyone tells you to try it again, or people just plain don't read your question, it does get frustrating.
So again, my apologies. I meant no disrespect to the members of the forum or those that are looking for answers. It is my wish that this information helps others.
I hope this thread helps anyone else who is having the same problem. I am not the only one.
Here's the thing... I have taken my time going through the game. I was a tester back in the prerelease days. So I have been at it for a long time. I read the patch notes and try to really have fun with the game.
I upgraded to HW because I wanted to continue upgrading my gathering and crafting classes while I take my time finishing the MSQ. That is same reason I recently upgraded to Stormblood. I like those classes a lot and seem to upgrade them way faster.
I am the guy who does all of the side quest stuff first and plays the game last. Backwards I know.
I have not completed the Ultimate Weapon quest as of yet. So this may be the reason the maps aren't available to me as of now; however, they were there 2 weeks ago before I upgraded to Stormblood. I am 100% positive and here is why.
I know they were there because I started the Yo Kai Watch event and realized everyone was faster than I was. By a HUGE AMOUNT! By the time I made it to the next FATE, everyone else was already there and the FATE was 75% over. Very hard to get a Yo Kai Medal when you can't get a gold or silver medal in the FATE. As a matter of fact without that prerequisite, you can't get one at all! So this was "extremely FRUSTRATING"!
So I looked into mount speed increases. I saw that my mount speed had increased for only certain areas. That compelled me to move a little further along in the story. After I did the Stone Vigil, I saw that the speed was increased for Coerthas. Eventually I got almost all of the places with 1 star. That is what caused me to search for where to get the 2 star increase. People were still faster than I was.
Finally I was at my Grand Company when I checked the Hunt Bill Master's "Other" section and saw all of the maps. Each one of them for 250 allied seals. That is precisely the moment I said to myself , "I need to start hunting." So I did!
During that time I upgraded to Stormblood. Again, I wanted to open up the level cap for my gathering and crafting classes in case I hit it prior to engaging HW. While at the Grand Company turning in some dungeon gear I decided to hit up the Hunt Bill Master and noticed that in the exact same place where all of the maps were before, they were now gone. I only have one item under the "Other" section. The maps are all gone.
I went crazy looking for information as to their whereabouts. But alas, I found nothing! That is when I came here. The maps were no longer available to me.
