well i dont see the harm of getting these dummies, and i know most of the dummy haters will gather around it once implemented.
This could be a nice opportunity to use the guilds. The gladiator's guild has dummys that npcs practice on:

The archers guild has targets, there was that lalafell practicing on dummys in the pug guild, etc... Perhaps each disciple can "practice" in their respective guilds once they join it. I think it's ok to have limited spots and have them in the front area of the guild. It makes the guild a much more lively and interactive area, rather than having this be an instance in the back but you can utilize rooms in the back if you wish to practice with a party/linkshell. When you begin practicing you can choose a level the dummy is at if you wish to test dps and whatnot.
Further, perhaps as a high level guild quest reward you can get one for your personal housing or guild housing.

The L30 Dummy doesnt have same: stats/resistances/bonuses/debuffs/buffs as L30 mob thus providing an inaccurate representation of how good the gear (only gear with damage increase as dummys dont hit you back or do magic) or how good a weapon is.
The L40 Dummy doesnt have same: stats/resistances/bonuses/debuffs/buffs as L40 mob thus providing an inaccurate representation of how good the gear (only gear with damage increase as dummys dont hit you back or do magic) or how good a weapon is.
The L50 Dummy doesnt have same: stats/resistances/bonuses/debuffs/buffs as L50 mob thus providing an inaccurate representation of how good the gear (only gear with damage increase as dummys dont hit you back or do magic) or how good a weapon is.
The L60 Dummy doesnt have same: stats/resistances/bonuses/debuffs/buffs as L60 mob thus providing an inaccurate representation of how good the gear (only gear with damage increase as dummys dont hit you back or do magic) or how good a weapon is.
Not to mention all would be hugely inaccurate to what every Notorious Monster and Primal do.
So I think people are missing things and just want it implemented without realizing its possible purpose is very difficult and like most games (swtor....aion....) it just boils down to 2 uses: 1. Quests on dummys, 2. Seeing how fancy your new skill looks.

I'd like it so I wouldn't have to look at everybody training on a doll inside town, make it instanced so you don't have people shouting, "Oh wowee! I just did XXXX damage to this doll, lol!" I think of the hostels from final fantasy XI set up, you walk in, ask a host/hostess what kind of monster you'd like to kill, what setting you'd like, and how aggressive you want your foe to be.
Personally, I'd have 40 hyur not attacking, but facing a destroyed wall from some ancient ruins in the middle of the desert. I'd like to practice when Elezen take over the world.
Maybe we can have it where you have to find/earn the parts to your test dummy...make them tradeable and buyable....kinda like how mannequin parts were in XI...just a thought, also this way of have having to earn them the people who are not interested in getting 1 are not affected or involced in anyway...
