Say I am doing a rotation, and I end up having both procs. I use one and keep needing to stick to that element because the other is proced already. If it gets too large, then I either, have to duel cast the other proc, so now I am suck with a proc with the higher element of what I can't use because its too high, or have no duel cast because I was forced to use it on the lower one. If you have both procd and ready to go, I would(and do) go something like this: hard cast VerFire>dual cast VerThunder>hard cast VerAero>dual cast VerStone>repeat if procs happen.

It keeps them both around the same, if one procs and the other doesn't, use dual cast on the other one. You don't HAVE to go VerFire>VerThunder(or VerStone>VerAero), you can go hard cast VerFire>dual cast VerAero, thus keeping them balanced in this way. And if neither of them proc, Jolt>whichever one is lower.
