Yes it is, like any other MMO. But, there is no other way to implement it. How you detect is a fair kick or a abusive kick? You put moderators to check every single kick in their context to determine if it is fair or not? This is one of the thing that rely on the community. If the community is shit, will be used in the wrong way. So, I think make a better community is what solves the problem. But that is a hard path.
