Why can we not submit video evidence of cheating/hacking/win trading?

If the exploit is fixed, then the problem is fixed. That specific one, not necessarily every exploit.

That's the kicker-- the exploit wasn't even fixed. He showed up in Ranked PvP abusing the exact same exploit that he initially became infamous for (speed hacking casts to cast ridiculously fast).
