To expand on the mention of videos, I too understand why they can't use video as evidence, since sure, you can edit video, names, what not.

However, SE themselves considers live streams like youtube and twitch to be "legitimate", otherwise they wouldn't be using those as sources of information. If we had GMs simply watching streams once in a while, they can see what we are seeing. People in the pvp community stream nearly every single day, with the "evidence" of such activities occurring basically every day. Kind of like, since they use live streaming and consider it valid, by extension using "live streams" as evidence should, therefore, be valid.

As stated earlier, it would actually be incredibly difficult to edit a video in a way to create a seamless false report. And I agree, if live streams are legitimate to Square, they should make an effort to monitor them. After all, these streams are technically also advertising their own game.
