STILL getting "lobby server" errors

I followed every single one of the suggestions for this, all the ports in question are open/forwarded, router reset, modem reset, pc reboot, use original configuration, I am getting 35.6mps download at this moment and am still getting this error over and over again, my isp is satellite and that is the ONLY option available to me, I have no other option at all for internet. I am constantly getting this error and am unable to play unless, I happen to get lucky one morning, then I have to stay logged in all day, with the same character, going afk when I need to leave or go somewhere because if I log out, I can't get back in for days because "the lobby server had an unexpected error 2002".

spent hours on the phone with my isp, there is nothing that is a problem on their end or my end, repeated checks and rechecks, port checking, forwarding, even tried a vpn of course that is not the answer but we tried it anyway and no go, not until after 11pm or before 8am can I log in without getting this error and being unable to play, like right at this very moment, log in "lobby server experienced an unexpected error, 2002" repeatedly. Can't log in at all.

"Final Fantasy 14 Error 2002 – Server Congestion
This error is very similar to error 1017, except to say that FF14 has had restrictions put in place for players to try and prevent servers from becoming overcrowded and creating issues for those still playing the game.
This error will likely happen on the main menu (where it plays the famous Final Fantasy tune) and the ‘Start’ button will be greyed out.
You won’t be able to click start and, if it doesn’t become available within a couple of seconds, will mean you’re unable to connect to the character selection screen.
This is in a bid to prevent too many connecting to the game and, sadly, cannot be fixed through traditional means. It is originating from the FF servers.
However, it is also worth noting that Error 2002 can be caused by your router and the port settings. If you keep getting this error code then access your router to unblock the following ports:UDP 552961 55551 TCP 80, 8080, 443, 552961 55551" I've done all this plus some...if its congestion then why do I always get caught up in the congestion then?
