Is your FPS capped under System Config > Display Settings? When I reinstalled recently it was capped to 30 for some odd reason.

The Razer Blade Pro 2017 should run the game no problem at 60FPS+ at 1080p. Do you have the 4k resolution model and running the game at 4k? Rendering resolution has a major effect on performance.
If I recall the 1080p model has a GTX 1060 in it, and the 4k model has a GTX 1080. Both graphics cards can run the game at 60FPS, but even the 1080 will struggle with 4k gaming at max settings 60fps. If your display resolution is 3840x2160, try lowering it to 2560x1440 or 1920x1080. Should get you above 60FPS no problem if you uncap the frame rate.
EDIT: Also your network connection will not affect your frame rate. The only things that will have an affect on it are primarily your CPU and GPU, both of which should be no problem in that model of laptop.

lower resolution makes the game look bad really bad
You can't run the game at a solid 60 FPS @ 4K resolution + Maximum settings, even with a GTX 1080, you can either lower the graphics quality (which gives you up to 100+ FPS) or limit the game to 30 FPS, it's not as smooth but it looks the best!...
Even at 1080p there are some slowdowns when there are too many characters or objects on screen, that's the sad reality for this game!...
I wonder if FXIV can take advantage of 8+ cores and run buttery smooth!...![]()
