I'm really confused as the motivation many people have when replying to threads, so far we have one user making a request from SE and while it could have been worded better English is not everyone's first language. You then have a series of users berating the op for making a request with only one being moderately helpful reply. I remember when FFXIV was better more helpful online community.
I know I'm late to this conversation, but I just wanted to wholeheartedly agree with this post since I can only "Like" it once...
Sometimes this community is embarrassing, to say the least.

As someone whose grasp in Japanese is only as good as Google Translate's and, unfortunately, has grown tired of trying to tackle end-game in 280+ ping environment...
Objectively speaking opening an 'EN-only server' in the JP datacenters, as sensible as it is in a debate about practicality and functionality, I personally don't see that happening anytime soon, so I'll have to echo Xeta's answer to an extent - you'll have to be happy with getting into alternative 'English JP-servers'.
If you'd rather have a more established population than Kujata/Typhon, Masamune also has a pretty healthy number of English-speaking population, though we're not in the same DC as Tonberry :c We're not on Tonberry's level where even the map/hunt shouts are all in English nowadays, but finding an English fc that's not dead isn't an issue at all in masamune.
Who knows ? We might get new datacenter located in Singapore.

The way to do it would be to have a tiny cluster of English-flagged servers in the JP region, as a new and entirely separate 'datacenter'. Then give the existing players the opportunity to transfer off for free. I think a lot of Japanese players would appreciate it too. Those interested in using Japanese can remain in place while those who don't want to learn can play without the lag - which I still don't think is so bad it's unplayable even though I'm at 250-300 ping myself.
(I'm not against Oceanic players having their own servers at all, I think it's a great idea if there are enough people who want it. But complaining about the PF being mostly JP when you pick a datacenter that doesn't include the biggest EN community is weird. Of course it's mostly JP. It's unreasonable to expect every single server group to be majority English-speaking.)
Why are you still on a Japanese server then? I'm from New Zealand and with the recent server move, I ping lower to Behemoth than Tonberry. Are you sure your latency difference is so great? When was the last time you checked?
3 of the top raiding groups on Behemoth (Primal data centre) are OCE based. I have a tough time believing that your latency difference to NA is as drastic as you're making it sound. 150ms is not unplayable by any stretch.
Aussies will either be the same or have a slight increase to NA depending on where you're from but overall its better ping to NA than it was. If you don't like the JP language block, you can literally leave.

This is exactly what's on my mind. I am good for a dedicated Oceanic Server but not for the reason of complaining about "JP only" Party Finders.
