From what I understand the Platinum Mirage was a casino used in the 1.0 Pugilist quests.
It would be nice to see it for story and lore purposes but I don't see a reason to have an active casino at the Mirage when we have the entire Golden Saucer now.
It was also used in the final set of Beastmen quests after you maxed out rank with all the other tribes. You technically got to go inside, but...

I just came from a thread suggesting more gold saucer activities and I think it would be fun to open the platinum mirage for players where they can play classic casino games with a FF twist.
Slot machines
Roulette
Poker
Blackjack
It could even feature its own time based game with keno instead of a lottery.
Lore wise it might be fun if this casino acts as gold saucers competition putting Lolorito (the platinum mirage's owner) on a pedestal as Godbert's rival in a humerous light.
It could have its own currency, with its own selection of prizes.
Um, never? Lore wise the Platinum Mirage is an exclusive casino/club that only caters to the elite of Ul'dahn society (such as Syndicate members), so mere riff-raff adventurers like the player do not qualify. Instead, mere 'plebians' like adventurers have the Gold Saucer for such frivolities. Also on that point about it's exclusiveness, you have to remember the Platinum Mirage was formerly owned by Teledji-Adeleji and... well... we know what happened to him (yes I know Lolorito took it over after... Teledji became half the man he used to be, but we're still no friend of Lolorito's either, except when he can use us for his own ends).
Either way, it means sadly the Platinum Mirage will remain inaccessible except for the occasional quest line, like the Colosseum.
Im sure you meant to say "Godslaying saviours of Eorzia and liberator of nations"? A lot of wich are multi millionaires. Not to mention have very close ties to existing members of the syndicate. (Godbert, Raubahn and the Sultana herself) The factions recognize you as such from a certain point in the game. To keep referring to the warrior of light as a random mook becomes an insult. Ignoring the few random NPC's that keep doing this throughout the game with a text bubble.
Also, while Lolorito is best kept at arms lenght, there is definetly a bond of mutual benefit going between him and the warrior of light. Remember that he is also in charge of the east aldenard trading company that played an important role in the liberation of Doma in order to benefit off a weakened Garlean empire. There is no way that he would not benefit from giving the warrior of light access to his casino. Especially if he intends to compete with the gold saucer by convincing their famous celebrity quest to come to his establishment as well and spend money.
Considering a place of actual gambling (and gambling mini-games) is a very touchy thing on MMOs, I would say never. Lore wise they could come up with dozens of ways to have us be able to go in, but don't expect to be able to partake of the activities therein.
How so?
Loot has been a gamble for years without issue in MMOs, often with the full intention of abusing the gambler's fallacy to make people play more than they should. Khloe's book is little different from playing Roulette or Craps with the option to re-roll a couple times. The main difference is that you don't bet currency to get currency, but you bet time and effort to get items.
There's nary a bigger gamble than Triple Triad under Chaos + Random rules when you got a sizeable collection and many NPCs employ that. "Any Way The Wind Blows" works under a similar principle - You pay the 50 MGP fee, then bet on a point in the stage every round and you might get hit and lose your entry fee or don't get hit and win MGP. The only difference here is that you use game currency to gain game currency, rather than real money.
I don't really see why gambling would be an issue in a MMO unless it's one of those double standard things.
Legality. You start getting into really weird legal loopholes when you make games based on gambling, ala slot machines. Note that Golden Saucer using it's own currency we can't convert to the main game's currency, gil, and so many of the games being unique minigames are a way to get around the laws. It's more of an amusement park or arcade in practice verses a casino.
Adding an area that's a literal virtual casino in both name and practice would up piss off a ratings board and could be seen as pushing gambling onto children since FFXIV has teenager friendly ratings.
Basically, virtual gambling gets super sketchy.
