Summoner Action Overload

Outside of DWT, it's fine if there's still a seperate action for Ruin III so you can spend the extra mana for the extra potency if you want, but there's no point in Ruin being around while in DWT.

I'm not saying that Ruin II should only be accessible during DWT, I just think Ruin shouldn't be accessible during DWT.
