Do they pop in certain spots
are they in cities or in the field

details, thats what im looking at

Basically the GMs spawn at random times that no one knows. They appear in each city but there is no set location. They are characters not NPCs so they can roam around so camping in one spot may not be effective. They may or may not speak your language as the GMs can be Japanese, French, German or English-speaking. They may or may not even talk to you if you address or /tell them. They may or may not trade you the item.

tons of achievments havent made it to the in gamew UI list yet

they are on the lodestone

Its not an achievement per say, its a lodestone history badge thing.
