Actually they don't leave, although I can certainly see why it seems that way.

Originally when a sprout was kicked from the novice network, it broadcast in chat who kicked them and the reason. But for quite some time now (6+ months?) it no longer says that and instead it *always* says about unable to kick because they're no longer in the channel and nothing is broadcast to the channel.

The kick does actually work though and the sprout is still removed from the channel as expected, sort of. Even more confusingly, to the kicked sprout, they still think they're in the channel, they just no longer see any chat. Worse, if they try and actually type in the NN, it looks like it works, but of course no one will reply (as they're not actually in it any more) so they probably just think they're being ignored. Not a problem for a bot, but terrible if an actual player was kicked. Not only do other mentors not even know it happened, nor does the sprout themselves. If the kicked person relogs though, they're instantly back in the actual network, with no cooldown.

It has been reported as a bugs multiple times (here, here and here are some examples). SE has actually moved the first link to "Confirmed/Planning to Address", so possibly it'll get fixed at some point.

Depending on how active your NN is, this is all easily verified and instead of kicking them, simply load up the list of people and quickly jump to the last page. Unless someone has kicked them, they'll still be there and will remain there indefinitely. We've done multiple tests on my NN by kicking test accounts etc to confirm all this.
