However, lets say either the tank or the healer is bad in a party. As the other job, I would give a commendation to the DPS. Most of the time though in 4 man content, I find both DPS were equally good. I feel bad about giving a commendation to one and not the other. They both deserve it....
You make it sound like giving a DPS a comm, is a punishment for the other two members rather than a reward for the DPS. -_-

I personally by default Comm my partner. Small group Tank comm Healer, Healer comm Tank, DPS comm other DPS. In Large group comm someone else in the role I am currently filling. This is unless someone stands out to me as doing a great job of making the instance better. This could be through outstanding play, or as little as being fun and talkative during the run. Lots of ways to make an instance more enjoyable.

The worst part about commendations is when I have such a smooth run with good performance and attitude all-around and I only have one comm to give. Bards popping peloton between pulls, mana shifts or goads going off, pulls dying at a pretty good pace, tanks mitigating great while still smacking things hard, healers weaving everything in and putting their extra skills to good use - it's uncommon but it makes it hard!

Most of the time, though, I run my roulettes with at least two other friends. Barring our 4th isn't doing horrible things or being a jerk in general, I like knowing that they get to walk out with three commendations. One of the things I enjoy in MMOs a lot is queuing for content with 3/4 or 7/8 and giving that one extra guy who knows he's rolling the dice a smooth, good run of whatever it is.

But like others, I usually run as healer and if I'm going solo, the tank is gonna be my default. If I'm running DPS, the other DPS. That assumes all things are equal, and they're often not - but that's the starting point before the scales start tipping. Sprouts in earlier content get a boost, particularly if their attitude is pleasant!

Personally I give it to the ones that say hi, considering the number of people like they were raised by wolf it usually isn't a hard decision to make

This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.

Gotta say I notice this a lot; people rarely respond to my greetings at the beginning of a run.

Unless someone really impresses me, I always give it to a random dps (or the other dps in a dungeon). Tanks and healers may end up getting mine if they went above and beyond to keep things together. Had a healer in Royal Menagerie the other day who pretty much solo healed the entire fight and raised a few people to boot. It was ugly, but they were honestly the only reason it was a clear. They also tend to get them if the other dps don't do so well. But all of that said, no, I don't feel bad if I give my com to a dps...which I do about 90% of the time. Simply because I know dps don't get them nearly as often.

    Not at all.

Yesterday I (Lv 54 DRK) tanked Lv 32 Brayflox with a NIN that does Trick Attack as much as he can, a BLM who can't decide whether he wants to do crowd control or not and sometimes even seems to have difficulty deciding whether he wants to participate in the fight, and a WHM who sits at over 95% mana with me taking off my tanking stance and limiting his attacks to only the Aero dot. (I started the dungeon always in tanking stance because the WHM was level 32, but took off tanking stance after seeing the WHM doing only Aero and Cure I on the first 3 packs and my HP never dropping below 90% for more than a second.)

It would have been stupid not to commend the NIN.
