I think tank should give healer the com and each dps should give other dps a com. That's how I do it most time. Only don't if other dps was really bad.

If I play tank, the healer is highest on the priority list for comming, but they are by no means guaranteed one. If you DPS when you are able while still keeping me alive, it will increase your chances. If you can heal me through particularly difficult pulls, you will almost certainly get my comm.
If I play healer, the tank is highest on the priority list for comming, but as with healers, they are not guaranteed one. If you don't leave me behind when pulling, hold aggro and keep a good pace, it will increase your chances. I like tanks who know the fight, mitigate/dodge as much damage as possible and do what they can to make the fight easier for everyone else.
I don't usually play DPS in dungeons, but I do comm DPS if I notice bosses dying reasonably quickly and those who use their utility skills. I love it when NIN who divert their aggro to me, SAM and RDM who use Diversion, Lucid Dreaming, etc. to avoid stealing aggro from me, bards/machinists who use their songs to speed up movement or give my healer some much needed mana and BLM/SMN who melt mobs so quickly with their AOEs that I wonder if they were even there. Ditto for Red Mages/Summoners who save the party during boss fights with heals or raises when healer is dead or incapacitated or low on mana.
I don't feel bad about giving DPS commendations. If I see one being pleasant and useful in other ways besides just dealing damage, I will comm them over the healer and tank. Attitude is extremely important to me - I will never comm anyone whose personality I find unpleasant. If you're decently competent, are nice to me and are willing to have a little friendly banter during the dungeon, I will comm you regardless of job.

I always give commends to DPS unless they suck because healers and tanks get enough commends.

			
			
				Not at all. I only play DPS, and when I see the other DPS performing their role to the fullest (throwing out rezzes, throwing out mana shift, throwing out goad, etc.), they get my commendation, unless they are being toxic.


			
			
				I tend to favor fellow dps for commendations since tanks & healers get plenty from the tank/healer circle jerk. Now if the other dps were terrible (terrible attitude, terrible performance, even when advised on how to perform better), then I opt for the healer or tank. If everyone simply pissed me off, then I withhold comms.

I'm always give commendation to dps because I main melee and I know that it's hard for me to get commendation so I understand them and and I'm give it to dps


			
			
				If I'm a tank, it usually goes to the healer (unless vastly outperformed by dps). If I'm a healer, it usually goes to the tank (unless vastly outperformed by dps). If I'm a dps, it usually goes to the other dps, unless disgustingly terrible.
I also value stuff like tank dying and keeping chill about it without saying a word. If they die twice and still say nothing they are guaranteed my com. A tank however whining about dying and the healer apologizing about it? Tank is locked out of my com and most likely goes to the healer.

				I usually tend to give my commendations to tanks first, healers second, and DPS third.
However, one thing I really enjoy seeing is when ranged DPS actually care about Dragon Sight. Very often in dungeons and occasionally in trials and raids, I end up with no other melee DPS. Of course I can always just use Dragon Sight on the tank instead, but it's sub-optimal. I often give ranged DPS one chance to try and accomodate my Dragon Sight, but if they fail then I'm going to start using it on the tank. However, a ranged DPS who does accomodate Dragon Sight during an absence of melee DPS is certain to recieve my commendation.
As a Melee you give your com to the other dps if he gives you goad or if he is outstanding.
In general i give commendations only to players who deserve it in my oppinion. Doesn't matter what role he/she plays.
