I thought if someone else leaves before you, you wouldn't be penalized for leaving a dungeon. Or has something changed?

Maybe someone joined as you were leaving, making the party full when your leaving was registered by the game.

As far as I know as long as 15 min have passed you shouldn't have gotten penalty, if its at start you can.

The time doesn't matter, if you leave when the party is full you get the penalty. If someone has already left/party isn't full there's no penalty for leaving.

This. You can't /kick/ before a certain point but if you leave of your own will at any point before the duty is complete you are slapped with a penalty. That is so long as you were the first person to leave.

If someone joined just as you clicked Abandon Duty, the game prioritizes their arrival before your leave, thus it thinks you abandoned a full party.

Actually you're wrong. After a specific time, you can leave as the first person the party, and won't get any penalty. However that isn't after 15 minutes, it's after the half time has past marker. For example, a dungeon is 45 minutes, you can leave after 25 and won't get a penalty. This doesn't apply to dungeons that are only set at a 30 minutes marker, and if you joined in progression, even if the party is full and you decide to leave, because you didn't liked the dungeon, you will get no penalty as well.
