Question re: leveling with recipes (Culinarian)

This post probably exists and this topic must have been considered by those whose main focus is crafting but as I have little to no experience in the field I am myself, now curious at what is probably a very late hour in the discussion and was wondering if either SE or the community might have an answer.

First this is in specific regards to culinarian and I know they're planning on adjusting this further in 1.21. The question then is specifically with regards to the progression in recipes vis-a-vis parts being higher level than the final product.

I will use the example of bubble chocolate because it's easy and short. The Kukuru Powder is L21 and the chocolate itself is L11. This, on the face of it, makes no sense to me at all. Isn't it generally the practice that you grind up towards something leveling up on all the parts then putting it all together into a final grind using those same self-made parts for a final higher level craft? That is to say the chocolate should have been higher level than the powder allowing you to stock up on powder and then move into the chocolate using that powder when you were ready. In the current scenario you make the item for no reason (no XP worthy reason).

I know there are other recipe paths which I pursue that don't suffer this fate necessarily but even Salted Butter as an intermediary component has this issue to a lesser degree.

Anyhow in short my question is, is this particular issue (topic?) part of what is being adjusted for culinarian, or, is it only the amount of ingredients required that is being adjusted (because I gather some find the volume onerous) but not necessarily the level distribution of things?

Cooking recipes themselves as far as leveling have never been a major issue

there are the fish recipe which were supposed to take you to 50 for leveling purposes while all the real stat effects were supposed to be more complex

the main problem with that is almost all of the 35+ recipes.....require fish which were NEVER ADDED TO THE GAME.

this is what makes cooking so horrible to level to cap, not so much the complex recipes themselves

See even that I find a touch odd... I know about those blasted fish. I used them quite extensively for ALC. Alternatives might be nice... but maybe I'm asking for too much lol.

the difference is alchemy fish werent set at launch they were set after, and ONLY the ones in the game were used at that point

the cooking recipe list from launch included about a dozen fish(all the highest levels down) that you cant fish up anywhere
