I'm fairly certain you pay full price for the new plot, regardless of whatever your old plot is. You get no refund/discount/etc., just the same as when you relinquish a plot now without letting it auto-demo. The move feature isn't about saving gil, just stream-lining the process so you don't have to empty and relinquish the old plot, teleport and run to the new one, and then buy it from the placard (and risk losing both in the process.) Instead it's all built into a single option at the new plot's placard.

NOTE: They still have not confirmed whether or not the Move feature will be available for personal houses. Every time they've talked about it, they've only mentioned FC houses moving.

They've confirmed this, though. The other major advantage is that FC's will not have to rebuy/rebuild their Workshops and Airships. And I believe Company Rooms get moved as well.

I recall this being the case if you wanted to demolish private rooms before leaving an FC - you had to empty it first..

Is this still the case? Will we need to find 400 inventory slots before 4.1 to store all our furnishings?

I know no one knows the answer yet.. But I am hoping we get one before 4.1, so we don't go to relocate and find out we have to remove everything manually.
Given how demolishing an FC house currently works (must have all furnishings removed from the house and every personal room, and everything removed from the yard (which includes the chocobo stable, which requires every member removing their chocobos)) I would be fairly surprised if Moving didn't work the same way. Even if you were moving from a Large house to a Large house, there are minor differences in the layouts between wards, and I would imagine it would be difficult to move everything over, when certain furnishings might wind up clipped through the wall or the floor. This is an even bigger issue when changing house sizes.

I think the best we can hope for is that it will incorporate the feature from Auto-demolish, where all your furnishings (that aren't destroyed on pickup) wind up on an NPC and you can collect them within a time limit.

It would be amusing to have a cutscene where an Ironworks airship fly over the house, pick it up and fly off, then drop it off at the new location.

If memory serves me right, you don't need to remove furniture in current housing before moving. You will pay the full price for the new plot. If current and new house are the same size, furniture will be copied over, else everything stash to a housing NPC. Also, still no words if the moving feature is open to personal housing or strictly FC only. Dusty if you see this post, please kindly highlight if I made any mistake.

I think I can recall them mentioning a new storage for houses the furnishings will be moved to. So you wouldn't have to do anything with your old house. And also I am 99.9% sure that you need to buy the new plot no matter what and can't just teleport your house around silly nilly as soon as there's free plots. As Rymm said, it's just risk reduction.
