Paying sub by Steam, money was taken from wallet, but the sub is still inactive.

I'm not too familiar with paying a sub through Steam, a friend of mine who recently picked up the game informed me that the money was taken from his Steam wallet, but still list his account as inactive. Any idea if this happens often or if there's a period for it to kick in? I tried looking online, but I couldn't find much answers that weren't buried under 96 pages of similar problems listed. I already told him to file a ticket and steer clear from doing a chargeback/refund in case they still do the account blacklisting for payment contesting.

I suggest he just calls Square Enix. Their tech support on the phone is great.
