I think they just want to see the fight, you know for the experience, they did imply they didn't care about beating it.

You can't make super challenging raid content for raider lifers and let anyone come in day one with no experience. Wait a few months to a year and the path there will be easier.

I don't know... sounds like the real problem is that an experienced raid group can't sell clears right away if the person doesn't have Omega Savage fully cleared before. The progression follows the logic used so far by the game and is nothing new, why complain now?
This... makes no sense. If you aren't able to clear Neo Exdeath, why would it even matter to you Ultimate mode is locked? You won't come close to scratching it as the entire purpose was to giving raiders additional content once they've finished the current tier. The reason it's gated is, quite frankly, to prevent players who have no business attempting a harder difficulty from doing so, only to get frustrated and blame the game for their impatience. I know it sounds silly, but I also many people who insist on playing games at a higher level than their skills allow and ultimately quit. The devs don't want people doing that when they can barely get through V3S.

I dunno why Ultimate Savage being locked behind a clear requirement is an issue... I mean, if you haven't cleared O1S, you can't do O2S etc... so not being able to access Ultimate Savage if you haven't cleared O4S makes sense. And this just seems like a way of rewarding the people who devote lots of time to be able to clear their most difficult content, which seems like a nice thing for them to do. After all, I see the Ultimate Savage content as a reward, for people who dedicate enough time to be able to clear the hardest content. As someone who hasn't even cleared O2S yet, I don't feel like I should be rewarded unless I can prove that I deserve it.
Yes, it totally is the right move. Since I would probably die with the boss being at 95% health I won't be experiencing the content anyway.
Ultimate mode is a special piece of content for players way better than me. As it should be. There are tonns to content to choose from. Let hardcore raiders have something for them.
