Lupin currently have no settlements which is one of the basic requirements for a beast tribe quest. Furthermore, they seem to be integrated into Namai, similar to the Qiqirn which imo lowers their likelihood of being on their own. I wouldn't rule out them being part of the Namazu storyline, however, similar to how the Dragons are part of the Moogle quests.
