1. The level 60 AST AF set would like to say hi. The equivalent WHM set too, for that matter. And have you seen the Lore set for casters and healers? That ship has long since sailed.
2. That assumption is the core problem of this entire debate. Why does it have to be this way? There's obviously demand.

It is 100% their fault. They know they have a problem, because they have acknowledged it. They knew they were giving another female NPC another unique, desirable costume. They knew they were adapting it for all of the different female models for the cash shop, and explicitly avoiding the male models (even where they're basically identical, like Lalafell). They knew they were releasing it and offering no male equivalent, or even the possibility of a future equivalent with the same theme to get people excited. They knew this was fast-tracked past the long-standing problem with glamour items which have no male equivalent in-game.
Furthermore, people were asking for an equivalent item for male characters the whole time. Things requested by players with male characters have a habit of falling on deaf ears, it seems.
It's a terrible alternative, but an alternative does exist in POTD - the tattered robes worn by the boss which could have been made into a fun glamour for non-females if having us wear a dress is so bad (the dress being the only component of Edda's costume which is even remotely gendered in the first place). But all I'm taking from this is that players with male characters should just suck it up and enjoy all of the girls running around having fun and feeling special while we get nothing equivalent for ourselves. Again. I understand that they're a biased team these days and this is what they are going to keep on doing, but that's their choice and these complaints are earned through their behaviour towards their customers. Please don't tell me it's hardly S-E's fault!
It's a shame I can only hit 'Like' once.
Making it available to everybody just increases the amount of development time. Furthermore, it's quite obviously designed to be worn by women first and foremost - so the people who want to dress a male character in clothing that fits regular masculine aesthetics is still going to be screwed over. Part of me is hoping that they'll add Hien's outfit for male characters complete with his hairstyle and stubble for the races that actually have stubble...
They've already mentioned Lyse's outfit but there's no mention of Hien's outfit. Which is troubling in itself and suggests that there's a biased slant in favour of female characters. One that is, quite honestly, becoming very irritating. We know Yoshi-P plays a female character...and he's also stated that he likes Au Ra women best in a recent interview. (Is that why there's such a stark contrast between the original concept art and the final design? A mystery to contemplate in another thread, I suppose.)
Then, of course, there's the unfortunate decision to not priortise the male version of the infamous bunny suit despite that being requested before Edda's outfit happened to be requested.
Your stated implication is that it would double revenue if this DRESS was made availabe to the male avatar community is blatantly false. You obviously have an agenda but don't expect people here to buy your line of fantasy.
I absolutely love Aymeric's attire and Thancred's Modish attire (not to mention most of the male Garo sets are much nicer than the female counterparts), yet you don't see me crying on the forums because my female character can't wear them. I just accept it and move on.
You double the audience who can consume it, therefore, you increase the revenue, especially over time. Furthermore, by making it accessible to everyone, you refrain from antagonizing people who would've loved to buy it for more than the one character, but cannot for their main and therefore are put off the costume as a whole. We have on the first page of this very sub forum quite a hefty amount of users who would've doubled down on glamours like this if SE had made it available for them.
But as implied by my last post, this entire circus is driven by a gross double standard and not a small bit of misogyny. "But Billy, they're giving women more outfits, how is that hating on them?!" because apparently dressing in outfits that are perceived as feminine (fun fact, clothes have no genders, they're piles of fabrics) is beneath male characters or SE would've gone ahead with it by now. The debate about how uncomfortable it makes the developers is all the more proof that is what this is about.
A set called "Best Man's" is available to female characters yet the same can't be said for male charas and the bridesmaid's set. I have no better example to show the core issue at play here than that. While I would personally disagree on some of the GARO pieces (love the coats, but I would kill for some decent shorts and the female headwear is to die for), all of these things have equivalents for female characters. The point is, a lot of things don't have equivalents for male characters any more (they always used to) and if nobody complains, nobody's going to know that's the reason half of their playerbase isn't being treated as well as the other half. You won't see me complaining over Y'shtola's HW outfit either because it's equivalent and basically fair. This kind of nonsense is not fair.
