If they can honestly monitor the pettiest of behaviours such as that, they can monitor people being jackasses in chat and simply ban them/force them to use quickchat as a punishment.
"How DARE you try and make your team attack the 10 stack tank that's deep in your own base and could melt with a single Fire IV!? You're banned!"

The toxicity in PvP is still there. All removing chat does is keep the casual players ignorant of it. This is going to kill PvP eventually, but as long as SE doesn't take PvP seriously I guess it doesn't matter.
