What classes want The Arrow buff?

The class that benefits the least from Arrow is probably Summoners, so as long as you throw at a dps with BLM top priority you should be fine.

I think Arrow is worst used on DRGs, as it makes it more likely to clip Chaos Thrust. Most DRGs sit on a tight number of SKS that any higher will break the composure.
