The class that benefits the least from Arrow is probably Summoners, so as long as you throw at a dps with BLM top priority you should be fine.

well they benefit mostly while Bahamut is out although they don't have casttime at all during that phase - the reduced recast buff can grand you more wws depending on your own ss. : /
