Maybe the game mode should just be changed overall. Out with the medal system and in with a new objective based system that isn't based on players picking up and dropping medals/points
The system takes your rating into account and trys to average it up to some point in the matchmaking process.
The hard limits of matchmaking are your tier rank +/- 2 tiers. So You as silver can get -2 tiers(Bronze and unranked) and +2 tiers (Gold and Platinum) potentially. Because this rule applys to every other player too you will see only one of these extreme options obviously.
Now to get into more detail, the system tries, if there are enough people in the queue to match a pool of players with the same cumulative rating against each other. Sometimes weird things happen like 4 high gold players play vs 4 low platinum players. This would be still fine because the spread of the cumulative rating is not big enough.
So the system tries to do its best actually even though it sometimes doesnt seem to be that way because of the uneven distribution of the gold platinum etc. tiers in matchmaking. The limiting factor of fair matchmaking is that SE decided to favor queue times and just pop every possible match right off instead of waiting a longer period and gather a pool of players before starting multiple more fair matches at once. Another way could be to change it back like in season2 with a possible tierspread of only +/-1. PvP community may be bigger now?! to make it work
