What does it say? Exactly what I said aleady:
It's the reason that games include crafting and gathering as part of the game, so that those players who like the idea of making their own equipment and provisions get opportunities to do so.

If crafted item X is most useful for activity Y, then you should be able to craft it in time to have it for Y. Whether Y happens to be leveling or not is completely beside the point. Would you enjoy making your glamour items as much if you had to have already gotten and glamoured every piece of gear before you could get the recipe for it? Would you enjoy making materials for an airship as much if you needed to already have a fully maxed out airship before you could make any of them? Whatever is craftable should be craftable by the time it's useful, no matter what use that happens to be. Preventing that is bad design.
