Or they could just do not display forum names, and we use character name, that is displayed nearby anyway. It also can help with possible security issues.

That is exactly why sissy can't post, and she sent a ton of GM calls' in game suggestions and other means to try get something done with it.

Yes, having an option just to post as your character name would be a fix.

From how it sounds, they play on the same account but each have a separate character. Basically, one is an "alt."

I don't think so. To me it sounds like more of something that is it could be a security issue for her sisters account. Maybe the name being a password or something. Who knows.

The likely reason is just have only one account, and them playing two different characters on it. It is good to who cannot afford double subs, but you can't play together. Give and take.
