Unable to Unlock High End Trials in Stormblood

Steps:
1. Beat the MSQ
2. Spoke with NPC approximately a week or so ago, was given a brief cutscene and dialoge.
3. Attempted to speak with NPC again to open High End Trials on multiple occasions with no luck.
4. Obtained better gear this evening (iLvl 300 atm) spoke with NPC again and received same dialogue (no cutscene) but still no access to high end trials.
