Try it out and see, I think you're forgetting one itsy bitsy tiny detail about that 3.5k. It requires 3 sen, is locked behind a cast time and can be LoS'd and you can't move while you do it.
Monk burst is still 5k+ btw.
One thing the patch did, was it made us all about even but different. Ninja burst is about 5-7k. Monk burst is about 5-7k, and I won't speak on DRG. Sam burst is 1.6k followed by a 1.5s~ cast then another 3.5k then 1.6k again.
Any competent healer will have healed the previous damage before you get that 3.5k and have healed that 3.5k before you actually get much more damage.
That 3.5k is only good for laying down some sustain and finishing off. You won't see anything the level of what you saw before this patch with Ninja, Dragoon, or Monk. They were brought down to Samurais level.
It's not that Samurai is better. It's just different. The damages are similar, the tools they can use are different, Monk still has the quickest and strongest burst,but it has nothing else aside from some mitigation.
Samurai has a counter, mobility and a knockback, but the burst is slow and broken up. The patch increased our mobility and made us able to do 5 shinten instead of four, as well as make better usage of Chiten on people who don't pay attention to buffs.
Ninja has CC and loads of it, The damage happens almost as often as Samurai but you trade off CC for damage, Samurai has to make that choice as well, and also have to make the choice between Mobility/damage/defense.
Dragoon is about even with Samurai mobility and damage wise but brings team DPS buff and Skewer to deal with healing. However they don't really have any CC to speak of.
If you can't play Ninja just because of it's damage, you won't find much luck on the other melee jobs.
Samurai didn't receive a nerf for the same reason Red mage got buffed. They were the weakest of their roles.
