They can't just dump everything at the end game. It's about the journey, not the destination, yo. It takes time to develop that content, so naturally it trickles out piece by piece.

And gear has always been about getting better stats. From start to finish. Sure, it's not very engaging, but, ultimately, it's what gear always comes down to, anyway. Devs could spend too much time making all sorts of variety gear, but in the end, players will inevitably settle on what is "best" and all other gear is worthless, making all that work a bit of a waste. Gear is just there to get you closer to more gear.
