Remember when we had 5 grades of every type of glamour prism (and even now we still have a prism type for each crafting job for some reason)? That's the general approach SE takes to consumables in this game. 3 or 4 different lures, usable from level 1. Freshwater bait, ocean bait, again usable from level 1 to 100. In fact, lures should work exactly like spear gigs do. Let's say there's a lure for each type of fishing (ocean, fresh water, lava, cloud, etc). As you learn them your lure box grows, and you can select them the same way you do gigs. no need for it to even be a consumable and no need for inventory.

And a side-gripe, but on a similar subject is the way items from gathering work. I know why new tiers exist (so gatherers have new things to get), but it leads to really wonky stuff like pine... pretty much anything... being superior to Oak or Yew. Really wish there were a way to revisit that sort of thing. :-(

In the sense that you need a bait with a higher level than the fish with the lowest level in the fishing spot have.
Another way to solve it if the devs use the angle rod for the level requirement, that you can't catch a fish that have a higher level than the rod

I've just recently started taking fishing seriously and I noticed how I suddenly have huge inventory problems because of this, something definitely needs to be done and this sounds like a good way to fix it.
