When players have a safe, "legal" means of paying for currency in game, it ruins the profit margins of RMT companies because players can sidestep the fear of being banned.

Just like I'm sure jump potions are a much more attractive option than paying a powerleveling service because of how much safer it is.

It's worked in a number of other MMOs, including EVE Online, WoW, and Wildstar, and you see a lot less RMT activity as a result.
